The Wohngeldbehörde (Housing Benefit Office) is a critical institution designed to prevent households from slipping into deeper poverty due to high housing costs. Unlike the Jobcenter, Wohngeld is a rent subsidy for people who actually earn their own money (or have a pension) but whose income is just not enough to cover the expensive German rental market. Eligibility Criteria: To qualify for a WBS, you must meet three main criteria: 1. Your household income is above the Mindesteinkommensgrenze (minimum income threshold). If you earn too little, the office will refer you to the Jobcenter because you need full support, not just a subsidy. 2. Your income is below the Höchsteinkommensgrenze (maximum threshold), which depends on the number of people in your household. 3. You do not receive other "transfer benefits" like Bürgergeld or BAföG that already include housing costs. The Rent Level System (Mietstufen): Germany is divided into seven Mietstufen (Rent Levels). A household in Munich (Level VII) receives a much higher subsidy than a household in a small town in Saxony (Level I). The calculation also considers the age of the building and the heating system. This complexity means that even a small error in your application can lead to a Ablehnungsbescheid. The Application Process in 2026: You must submit the Wohngeldantrag along with a Mietbescheinigung (filled out by your landlord) and a Verdienstbescheinigung (filled out by your employer). In major cities, processing times of 6 to 9 months are unfortunately common. However, Wohngeld is always paid retroactively from the first day of the month in which you applied. It is vital to file your Weiterleistungsantrag (renewal application) two months before your current "Bewilligungszeitraum" ends to avoid a gap in payments.
